Accessibility engagements fail at the scope conversation more often than they fail in the work. Buyers don't know what to ask for; vendors quote against an ambiguous brief; six months in, neither side agrees on what 'done' looks like. This template is a starting point: a phased structure (stabilization → hardening → ongoing) with deliverables and acceptance criteria for each phase, plus the decision-rights and change-control language that keeps the engagement out of dispute when something shifts. Adapt the phases, drop the sections you don't need.
